TY - THES A3 - Becker, Jörg AB - The ever more increasing pace of technological advances has left its traces on the way businesses are operating with business models that had been unimaginable just years ago. It is also transforming the way people interact with each other, even beyond the borders of time and place, continuously changing the society as a whole. Digitalisation is what individuals, businesses and governments alike increasingly try to exploit, harvesting efficiency and effectiveness gains. Despite these advantages, the use of ICT by governmental institutions is not a self-fulfilling prophecy. The lack of appropriate competences within the public sector workforce is a big obstacle in this context. This thesis provides a holistic overview on the composition of necessary e-government competences and identifies relevant roles in public administrations. Based on the Design Science Research Methodology, it shows how a simulation game, that offers an up-to-date solution in terms of digitally supported learning can improve the overall competence delivery.
